What means when he stares at me then look at a girl then stares at me again?

A guy likes me ever since I was young! his brother asked him to marry some other girl that he is not into! He refused her! After two years he saw me at some meeting i said “hi how are you?” he start

ed at me into my eyes without saying anything for too long he kept staring at me then he looked to same girl that refused who was standing just behind me then he looked into my eyes again!
What does that mean ????

Then, by looking at the other girl, he may have been trying to see what your response would be like.

It’s been two years since he has seen you. He may have acted in this way as a test to figure out whether you like him.

If, for instance, you would have acted jealous or unhappy when he looked at the other girl, he would have most likely taken that as a sign that you are interested in him.
